Despite their popularity and lucrative advertising, however, lotteries have made it harder to pass much needed tax increases. Moreover, the money generated by the lottery is regressive: most of it goes to poor people, who are more likely to participate than richer citizens.

The lottery is also a target for anti-gambling advocates, who have long argued that the proceeds should be spent on socially beneficial programs rather than gambling. They point out that the public, largely unaware of its regressive nature, believes that lottery funds support education and other vital government services. This is in part because the lottery is a popular way for the public to feel as if it is paying its fair share for a public good, but also because state governments have always struggled to find enough revenue to balance their budgets without raising taxes or cutting services.
